I should mention that the fact that both Rule 2389 and Rule 2390 exist
is an accident. Rule 2389 is the "correct" version of the rule, and
for the most part, things behave as if Rule 2390 did not exist
(because Rule 2389 takes precedence over Rule 2390 where they
contradict). The only significant effect of Rule 2390 also existing is
that when a proposal is adopted, twice as many VCs are awarded as are
supposed to be (since both rules say that VCs are awarded).
