Question 1:  I assume "currently active" is dynamic and assessed at the 
time of resolution.  debate on this point?

Question 2:  "voted on" does not necessarily imply the votes need be 
valid.  The rules allow for invalid ballots to be cast.  Does an invalid 
ballot count as "voting on" for determining quorum?  In this case, Murphy 
and Herni's votes were invalid votes due to inactivity, but they may be 
"active players who voted" on 7612 if they are active when the next batch
of proposals is resolved.
