This is still true and used for adoption index; however, untracked switches would not be subject to the self-ratification clause at all, and as I said, in general a report would have to purport to be a document including all non-default switch values to ratify. (But the other switches at the moment, citizenship, score, publicity, and officeholder, are all expected to be fully reported on anyway.)
