IMO, to the extent that the Province of Agora is purely "imaginary" and has no impact on the rest of the game, there's no need to confuse things by bringing in concepts like self-ratifying and adding or removing entities; just say that the DM can generally change the internal state of the PoA by announcement, and perhaps some text to the effect that reports are similar to self-ratifying, but only within the scope of the PoA.
