There is always the Referee (as an office), even when there is no officeholder. I believe the (real, not hypothetical) obligation was the office's, despite its vacancy. E.g. CFJ 2437? My deputisation was supposed to: - be effective via the unfulfilled obligation (of the vacant office), - cite the rule violation thus commited by the office, but - issue a Card to the new officeholder.
