They are implemented in written order, top-to-bottom. So yes, attempting to
flip a switch before it was defined would fail.
I don't think it's explicit in the rules (correct me if I'm wrong), I think
this is a longstanding custom based on the fact that it's in the Rules for
Rule Changes specifically, in R105:
Rule changes always occur sequentially, never simultaneously.
