It's established precedent actually that subject-lines don't count for anything unless specifically mentioned in the message (eg, I do the action in the subject line). I couldn't tell you exactly where or which CFJs although I'm sure G or Orjan could. Problem with cntrl-F-ing the CFJ database is that CFJ statements often have little to do with the issue contained in them (recent example: it's hard to tell that the only useful precedent on agencies is under the statement "C<3M is an agency" while other CFJs with similar statements are worthless).
