This is the perfect example of where "officer's interpretation" (i.e. memorandum) would be great. After a little discussion a while back I'd come to the conclusion that a NoH was, in R2466 language, a "specific action within a message" rather than the message itself, thus doable. But I don't think(?) it was a cfj, nor will I personally dispute your conclusion. -G.
