Why does this need to specify "on a proposal"?

Do we necessarily want to do this? I think that we could in the future
propose alternatives to referenda that we may still want to award
Orange ribbons for. Without this change, the text would still function
and would be just as readable.

I think this should include an equivalent text for if Proposal
Recycling doesn't exist.
