At some point, this probably needs to come down to consensus interpretation (possibly via CFJs). "Give Bob 5 coins because e was the only one affected by that one rule bug" will be received differently than "Give Bob 5 coins 'cos I feel like it", even though objectively the impact on assets is identical. (Another contrast that's been discussed in the past is "Doing X has a fee of 5 coins" vs. "Doing X has a fine of 5 coins".) There are some exceptions, e.g. G.'s dictatorship, but that one was based on how much trust G. had built up that e wasn't going to be a jerk and intentionally drive Agora into a Not Fun gamestate.
