My guess is that the report is automatically generated, and the automation hasn't taken this case into account. For what it's worth, I'm unsure on what our actual precedents are on "a player becomes an officer close to a deadline for the office", although generally players are reluctant to penalise new officers for duties that they didn't have a realistic chance to fulfil. -- ais523
