Note that as far as I can tell, rule 208 makes it POSSIBLE to resolve
an Agoran Decision arbitrarily late, so all that this would be doing
would be to a) prevent deputisation and b) potentially prevent the
Assessor getting into trouble from missing the deadline.
The goal is to avoid having a buggy / harder to track version of it in place
for the brief interval prior to the passage of the various fix proposals.
Non-fungible pyrite, for example, creates a lot of annoyance for no real
purpose.
