Hi and welcome:
The answer you need is in the mod.cfg in the jediquake42 directory,
you'll see some lines with the word "serverinfo" in them. you just add
them into the server.cfg file I usually add them in the gameplay
section right after the deathmatch line. One of thee lines defines the
total number of bots on the server. Once you've got this line in your
server.cfg file you should be all good.
