Both ways are possible.
Doing a in-place release-upgrade keeps the installed applications (as long as 
they are compatible with the new release) and the settings, but may carry along 
some cruft from the older release(s).
An new installation will bring a clean system, but requires installing 
additional packages and fine-tuning the settings to have the system in a state 
similar to before.

What do you now receive for the command
lsb_release -crid
