One thing is a url (

that doesn't need &amp, and other thing is how write a URL in a correct HTML
file. In HTML there are two character you can't use: <,>. You must use &gt:
&lt, and this is the reason why you can't use &, and must use &amp;. The
unique exception is the [[CDATA block,..
