I've done a bit more investigation and it appears that the Akka behaviour is correct HTTP/1.1 behaviour, which says that connections should be persistent by default and that the "Connection: Keep-Alive" header isn't needed. I was comparing to another REST service which seems to get it wrong and returns the header.
