Don't really know how they did it.

But I imagine the final colour depends on the base colour,
additives, type of paint, and probably even the manufacturer.

If I wanted as much accuracy as I could bring to bear, I'd
hire a group to work data entry and build a database from
paint chip samples and use those to extrapolate.
