MIB->OS: Your assumption is wrong. In Writer, the links are not resolved by the
text contained in the href attribute, but the paragraph number. This works in
src680m68, and the change you are refering to is much older.

If resolving the link fails in m71, this may have two reasons:
1. The code that (after removal of INetUrlObj::relToAbs) creates absolute URLs
(in SwHTMLParser::NewAnchor, htmlgrin.cxx) corrupts the link.
2. The code to find outlines by it number is broken.
