No. The existing warning is there because when saving the same file, one would
expect the password to remain in place. Strictly speaking, it wouldn't even be
necessary when saving to a different xls file.

When any file (password-protected or not) is saved to a different name, the user
can select "Save with password" if it's to sxc or ods format, otherwise they
can't. The old password is never used. Nothing needs to be changed here.

The original problem as noted on the mailing list wasn't about
password-protected files anyway, it was about document protection.
