Looked at http://user-faq.openoffice.org/new-faq/Writer/faqwriternumbering/.
I understand how to change a page number on a field.
In fact, that is what I did to change the page numbers in my manual.
 
Table of contents page numbers uses actual page count, not the page number 
printed on the page where the referenced material is located.

When there is a cover page followed by a blank page, (two sided page printing)
the page number for a chapter in the table of contents is two pages higher  
than the page number printed on the page where the chapter begins.
The pages in the index table are also off by the same number of pages.
 
Result is the page numbers in table of contents or index table do not match the 
printed page number of where a chapter begins. 

Table of contents and index table pages should always match the page number of 
the page where the referenced material is located. 

Suggestion,
Have two pages without page numbers(cover page) followed by a table of contents 
then the document. 
Does the table of contents page numbers match the page numbers in the document?
They both should be the same.
