You must insert a manual page break and set the starting page number in the dialog (like http://user-faq.openoffice.org/new-faq/Writer/faqwriternumbering/002.html) or you set the starting number in the properties of the very first paragraph of the new page in the register 'text flow' (like http://user-faq.openoffice.org/new-faq/Writer/faqwriternumbering/044.html). If you do it this way, the pagenumbers in TOC and indexes are correct.
