Please don't fiddle around with the target field. In general, only the
developer hosting the issue should set a target. Setting a target
doesn't make sense if you don't
1. have a developer who is committed to actually solve the issue for the
target set
2. know the situation whether QA will be able to handle the additional
workload of yet another CWS if there isn't one open where the issue
would fit into
3. know whether the CWS could get integrated in time
