I agree that this is not an export filter problem if MS Office handles partly
protected documents like you said. However, why does the protection of TOC not
bother MS Office's tracking changes when the document is created/exported by OOo
1.1.5? The problem only occurs in OOo2.0(beta).
If this really is not a bug or cannot be resolved in the export filter, I
recommend to remove the protection of TOC by default in OOo (at least in OOo2.0
where it causes problems) and provide some information on this problem in the
OOo help / documentation.
