I believed it to be necessary to file separate issues because the previous issue
(59108) relates purely to the non-functioning of the close button whereas this
relates to the appearance of the toolbar at all. I did not realise when filing
the issue that another toolbar ("Tables") also appears needlessly and cannot be
closed with the close button, moved with the mouse pointer or reduced to a
minimal presence.
