By this, it should be prevented too many successive paragraphs having the "keep" attribute, which does not make sense (how should Writer know, which of these many paragraph should be kept together). But: aspect 2 is quite correct. We should have a specil treatment for the case, the cursor is placed in the first position of a paragraph.
