Well, from security point of view, regular user should NOT be allowed to write
to application directory, which in many cases is located within system
directories (and not in user's directory). Some administrators may enforce this
as a security measure. So it can be said that it is NOT GUARANTEED that a user
can write to the application directory.

Second, it is more logical and consistent, if all (or at least most) user
actions affect only user's own settings, not the system settings. This also
allows user's to have different configurations from each other (including
dictionaries and fonts). System settings changing should be a special case,
visibly alerted as such and REQUIRE system password.

Third, all users should have the possibility to get dictionaries. Current way
discriminates those people, who do not have write access to application
directory and are not administrators.

Fourth, shareable dictionaries are still possible, but this is administrators
job. It is not a job for DicOOo wizard, that is in the user visible UI. If we
want, we can of course have also DicOOo-admin -file, but that should NOT be in
user UI, but in some admin UI or as a documented additional file in the
application directory.
