This effect is easily explained:
the language of this part (where bothh is) is set to English (Kanada) for which
there is no dictionary available by default.
OOo cannot check when there is no dictionary available. No bug here.
Solution: Either install the canadian dictionary (use File|Wizards → install
additional dictionaries) or set the language of all of the document to a
language where a dictionary is available (see the "ABC-check" in front of the
language in the language-dropdown)
