When the locale is set to Default, typing a date into a cell results in an
additional ' being stored, and this prevents it being properly interpreted as a
date.

Reproduce:
1. Set locale to Default
2. Type 19/02/06 12:00:00 into cell A1
2. Change locale to desired value.
4. Observe apostrophe in the edit box.
