Regarding LC_INDEX:

To be honest I don't know how I should define the alphabet. According to this
page http://www.omniglot.com/writing/faroese.htm several letters in the reg.
exp. a-z doesn't exist in the faroese alphabet.

However, this locale from CLDR 1.3alpha
http://oss.software.ibm.com/cvs/icu/~checkout~/locale/common/main/fo.xml has a
tag <exemplarCharacters>[a-zÃÃÃÃÃÃÃÃ]</exemplarCharacters>. 

Should we go with [a-zÃÃÃÃÃÃÃÃ] or define the complete set
[aÃbdÃefghiÃjklmnoÃprstuÃvyÃÃÃ]

Reminder to self: find translation for "over" and "under".
