I think, that the problem is clear to me now.

If you choose the category "My Templates", then a new template is always saved
into the default folder in the user directory. That was already true for
OOo1.1.5  (where this category has a different name, in German "standard").

In OOo202 all templates of that category are listed, regardless whether the path
is set in the options or not. So you can use this templates, although the path
lists only contains the user defined path.

In OOo203 this behaviour has changed in that way, that the templates in the
default directory are only listed, if the path list containes the path to the
default directory. If you do a clean installation you do not notice it, because
the path to $(inst)/share/template/$(vlang) and $(user)/template are set by
default. But in your case the old "common.xcu" file was used, which does not
contain that pathes.

Because it was intended to change the path settings to make OOo more stabil, I
don't know whether this is a defect.

You can workaround it
(a) by adding those pathes. I don't know, whether you can do it with writer.
Some time ago, in another case, I got a crash by editing a config-file with
writer because writer had add a BOM. Therefore I use "jEdit" for editing.
(b) Do not use the "My Templates" category, but use self defined categories. You
can do this by creating a subfolder outside OOo or inside OOo File > Template >
Organize, click on a category and then Commands > New.

I change the summary to reflect the problem.
