The reason is, some of the settings make sense and are interesting even when not in lockdown mode. For example, the name of the user, desktop-wide, or the name of the web browser to use. Also, I know I have to implement all these "lockdown" settings for KDE. I will file a separate bug report for that task when I will have the time to implement it.
