config_office/configure preferes the standalone nss over the one from mozilla.
The module libxmlsec starts its own configure that always uses the nss from
mozilla. It is inconsistent and should be fixed.

I have found it because of a bug in SUSE Linux 10.1. There the xulrunner uses
the standalone nss but xulrunner-nss.pc points to the empty xulrunner specific
include path.

I'll attach a patch that fixes the inconsistency and build on SL 10.1.

If you approve it, I could create a CWS.
