Well, its not a bug, its a feature.

I don't ask Your reason; I know that there is the explicite function that
produces numbers.

I have the only question: Is it intuitive and consistent, that the OOo dosen't
respect the cell format in this case? (it is set to NUMBER)

To be more verbose: Is it defined either, what is the priority of certain flags?
When the user specified the NUMBER cell format, should the OOo disrespect this
because it assumes different kind of output from the function? And if it has any
problem with respecting the cell format, shouldn't it state a message to the 
user?
