@vq: Hmmm ... yes, we can remove guw for cygwin compiler, but for the tools 
built in ooo build like rsc, guw is needed. So $(WRAPCMD) macro has to be 
specified even for cygwin compiler, I think.
Using .IF to specify $(WRAPCMD) for mingw compiler and omit it for cygwin 
compiler seems to be the only solution to avoid guw overhead in cygwin 
compiler build.

Right now I do not want to do so as mingw build is still experimental and not 
merged to the main trunk. Should I do so or any other ideas?
