So $(WRAPCMD) macro has to be specified even for cygwin compiler, I think. Using .IF to specify $(WRAPCMD) for mingw compiler and omit it for cygwin compiler seems to be the only solution to avoid guw overhead in cygwin compiler build. Right now I do not want to do so as mingw build is still experimental and not merged to the main trunk.
