The exported file is actually correct. OOo 1.1.4 has a problem that it expects
shape id's to be numeric values. This changed in OOo 2.0 where we have a string
id with possible non numeric values. Since even in the OOo 1.1.4 format a non
numeric id would be a legal one, its better to fix the import of the OOo 1.1.x.
Therefore I change target.
