In this generality, the statement is not true - un/fortunately. For instance, I
can create tables just fine, with 2.0.4 on Windows, and I am sure a lot of other
people can, too - believe me, this would have been noticed much earlier.

I assume that there's something special in your system/setup, and somehow it
tastes to me as if you had a different HSQL version in your system, which is
used instead of the one in OOo (which is a known bug in Base).

Can you please verify your HSQL version by following the advice at
http://wiki.services.openoffice.org/wiki/HSQLDB:Tips_and_Tricks#How_to_know_the_version_of_the_embedded_HSQLDB.3F.
In particular the micro version would be interesting.
