I am still unable to attach and attachment, but
HERE IS HOW TO REPRODUCE THE PROBLEM (TWO PROBLEMS):

1. Open an empty spreadsheet.

2. In cell A2, enter "1"; in cell A3, enter "2"; in cell A4,
   enter "3".

3. Click cell A1 and do Data->Filter->Autofilter. You end up with
   a filter arrow in A2 instead of A1. (PROBLEM 1)

4. In cell A1, enter "0". At cell A1, do Data->Filter->Autofilter.
   You have a filter arrow in A1 with selectable items. (CORRECT)

5. Now select the entire row 1 and do Data->Filter->Autofilter.
   You end up with a row of filter arrows. If you open
   the filter arrow at A1, you only have "all", "standard",
   and "first 10", instead of selectable filter items. (PROBLEM 2)

6. If you select the entire row 2 or partial row 2, or
   partial row 1, you get the same problem.
