It works as intended. Moving page breaks in the page break preview only
decreases the print scale. Increasing it is undesirable if there are several
breaks. Use "Reset Scale" to manually reset the scale, or use the dynamic "Fit
print range(s) to width/height" in the page format dialog instead of moving the
breaks.
