Anyways, the measure (compare Win->Vdev with VDev->VDev once, write flag in registry, use neyt time, ...) did not wor reliable. We tested all available timing methods in OOo, most failed and gave the same dirung measurements of the ATI driver. In the meantime THB found other graphics hardware (NVidia) to have the same problem, so it seems not to be restricted to ATI, but it's more like Window->VDev is not predictable, so not use it. I am going to switch off OverlayBuffer for SC,SW for 2.2 by default now.
