I can hardly imagine that it is a big deal to fix it (for people who are already into OOo development, of course). IMHO it is a bad idea not to fix it, just because there are only 26 votes. A lot of people will just not take the time to find the issue in the bugtracker, sign up and vote for it. They will see that the format is awful (sorry, but it is!) and either accept it or switch back to Excel. The possibility to add an IF-formula next to the number is not a solution, it's a workaround, and a bad one.
