The locale that Eike is referring to is not the system locale, but the OOo
locale defined in Tools/Options/Language Settings/Languages/Locale Setting. You
can set that to Hebrew, even if your system locale is en_US. If the OOo locale
is set to Hebrew, a document with native numbering will display the numbering
correctly even for numbers higher than 10. In other words, I was wrong and Eike
is right - this is not a bug. Use native numbering instead of "aleph, bet,
gimel", and the numbers will be fine.

This is confusing, though. I think it's worth some thought to find a way to make
this more clear to users. Perhaps adding to the string "Native Numbering" a
sample of the current locale's numbering?
