Why it is designed in such a way? In my opinion, it does not make sense to close a clear document in this situation; it seems to me that OO applications start without any document open if not requested otherwise so if there is a blank document it is a user's intent to have it, is not it? Does this have any logical reason? Anyway, I do not know the details of the framework design - may be this is a workaround to get something other working...
