I don't think "it is a bug that Writer opens the second view *not* read-only if
the file is writable." Most of editors allow you to edit the same file in many
windows. Why should it be different with word processors?  Let's think I have a
document with a lot of pages. I edit simultaneously one page in one window ,
another page in another window and even more. I am doing in this way in MS Word,
Writer, sometime in Abiword. 
BTW, in Word I can split window if I want to have another view of the document,
but in Writer I can only open the new window.
What's about possible confusion, it fully relies on user qualification.  Even if
you cancel the second editable windows you won't protect an user from mistakes.
