you cannot get 4nt as a build shell. The default shell is tcsh unless you
override it with --with-use-shell=xxx. You are *not* using the winenv.set
generated by this configure command.

If your problem is the "same" there *must* be no
  dmake.exe: Executing shell macro: echo %_cwd
------------------------------------^^^^^^^^^^

in your error output.
