In general, this problem was always there, because setting "Language=None" (or
to a language with a not.installed spell checker) via Format- Character or
Paragraph style always had the same effect. (No spellcheck, no info)

I believe we agree that the most important part that must be solved is this:

...Around that feature we must ensure that there is a solution for the problem
of "typing in a language and not knowing that there is no spell check 
active"....

Of course, the solution must be discussed and fine-tuned.
One way could be to tell the user at the very moment of "falling into the trap":

I.e. a pop-up giving a warning "You are about to set a language that is not
spell-check supported"

(A) Continue
(B) Download the spell checker for that language (->Link)
(C) Never read this warning again
(D) Cancel

Another way is to avoid proposals for non-activated languages. But this must be
discussed. Therefore I passed this issue on to Frank from the UserExpereince 
team.
