This does not happen often, and I cannot cause the problem to occur at will. Here is what I know: I am using OO 2.2.0 Writer to place a screen image into the active OO-Writer file using "Shift" + "Print Scrn" to capture the image in the clip board followed by "Ctrl V" (paste) to move the image into the file. It works well most of the time, but sometimes, it will not accept the "Ctrl V" (or the Edit > Paste) command to insert the clip board image into the file on the active Writer screen. When this occurs, the captured screen image in the clip board CAN be pasted into a Wordpad file. I conclude, therefore, that writing the screen image to the clip board does work, and the problem lies in OpenOffice failing to move the clip board image to the file being edited with OO-Writer. Normally, when the paste function is taking place in OO-Writer, the cursor changes for a few seconds to an hourglass symbol. When paste does not work, the hourglass symbol appears very briefly, literally a flash, and then goes back to the normal arrow. Reloading OpenOffice does not fix the problem, but rebooting the computer does fix it. At this point, that is all I know. If you can suggest some procedure I might use when the problem occurs, I will be happy to devote time to help solve this problem.
