Webdav is not supported properly by the Windows file dialog. It always downloads
the file to a local cache and hands the file in the cache to the calling
application. It seems that the dialog on XP at least manages to keep that file
writable and also writes back changes automatically (does it? did you check
that?). The implementation on Win2000 seems to be even less usable, perhaps the
local cache file is made read only by Windows. 

Anyway, OOo does not "talk" with the webdav server directly if you enter the URL
into the Windows file dialog. If a file is opened "read only" this happens
because Windows tells us that it is "read only".
