Sorry for my bad english !

My objective was to apply a green background into cells with a conditional
format.

Here are the steps to reproduce unknown references from Calc :
- Select a bloc of cells from up to down : for example b3:e11
- Make a conditional format, for example : choose "Formula is", and in the
formula field "$f3>=$f$13" /style "vert". Validate.

Formatting doesn't work !

Why ?
Because if you look at the conditional format of the cell b3 (for example),
Calc has translated by a reference of type $F#REF !>=$F$13

Thanks
