What happens now? If you move your mouse down to select b3:b13 the active cell will be b13. If you now use the formula $f3>=$f$13 it is relative to b13. When OOo enters the formula to the cell b12, that part in the formula, which is still relative will be changed. Cell b12 gets the formula $f2>=$f$13 and so on. Cell b11 gets formula $f1>=$f$13 and b10 gets formula $f0>=$f$13. But a row 0 doesn't exist and you get the #REF! error.
