I can' reproduce this behavior on my vista box. This error is caused by the
system, not by OOo. These file you mentioned should have been copied to the
assembly directory of your .net framework (not the system32 directory). I don't
know which vista setting must have been made that the OOo installer is not
allowed to write in this directory. Please check whether you have the required
access rights to this directory.
